Masterplan

Overview

Billbergia is continuing its vision to deliver much-needed housing and community amenities on underutilised industrial land in Rhodes.

The Rhodes Bay Masterplan aims to create a vibrant new mixed-use residential precinct across four separate parcels of land at Leeds Street, Cavell Avenue and Averill Street in Rhodes.

The proposal has been identified by the Government’s Housing Delivery Authority (HDA) for assessment as a streamlined state significant development application (SSDA).

Planning is still in early stages, and the Billbergia team is undertaking a range of technical studies before plans are lodged with the NSW Department of Planning, Housing and Infrastructure (DPHI) for future public exhibition.

About the proposal

The Rhodes Bay Masterplan has the potential to contribute to the NSW Government’s commitment to delivering 322,000 new homes in Greater Sydney by 2029 under the National Housing Accord.

It provides an opportunity to deliver:

· Approx. 2,000 new homes, (900 to be delivered by 2029) with 5% affordable housing in eight buildings, ranging in height from 20 to 48 stories

· A new foreshore promenade, providing direct access to the Parramatta River for the first time in a century

· More than 16,000sqm of new public open space, to accommodate activities including multi-purpose sports, water play space, foreshore promenade and dining precinct.

· Additional local and state contributions towards infrastructure and service

Planning Process

The site has been declared suitable for assessment under a State-led planning process. Detailed planning, including early consultation and a range of detailed technical studies such as social impacts, traffic, and construction, is being undertaken to support the preparation of a State Significant Development Application.
