Overview
Billbergia is planning a vibrant new mixed-use residential precinct at 1 King Street, Concord West, under the NSW Housing Delivery Authority (HDA) pathway.
Billbergia’s proposal builds on the plan endorsed by the City of Canada Bay in 2023 for mixed-use development. The updated proposal increases the number of homes, introduces affordable housing, and adds significant public open space and infrastructure upgrades.
The team is preparing a proposal to be submitted to the NSW Department of Planning, Housing and Infrastructure (DPHI) for future public exhibition.

About the Proposal
The proposed development includes:
- Approx 1,400 dwellings, with local retail and commercial floorspace with direct access to Concord West rail station. in 8 buildings ranging from 6 to 40 storeys.
- More than 5,000sqm of high-quality landscaping and open space, including a new 4,000 sqm park, dedicated cycle and pedestrian connections and new streets through the site.
Additional public infrastructure and benefits
- Local services including a childcare centre, medical/health services, and a retail and food precinct.
- This development will also deliver more than $100 million in funding to support State and local government infrastructure, made up of:
- Affordable housing contributions
- Housing and productivity contributions (funding for infrastructure to support local population growth)
- Local Voluntary Planning Agreement (agreement for Billbergia to deliver local infrastructure)
- Funding and work for major intersection upgrades to George and Pomeroy St.
Planning Process
The NSW Government has declared the site suitable for the HDA pathway – a coordinated process to deliver much-needed housing in well-connected locations, in line with the National Housing Accord and Transport Oriented Development reforms.
Billbergia is preparing a State Significant Development Application (SSDA) and Concurrent Rezoning for submission to DPHI. Detailed technical studies will assess traffic, solar access, flooding, construction impacts, and more.
The project is in the early planning stages, and the current process provides an opportunity for community feedback before the proposal is submitted to DPHI.
You will also have an opportunity to make a submission during a future public exhibition period, after plans are submitted to DPHI.
