Creating a Vibrant Community at Wentworth Point

Billbergia’s vision for Wentworth Point is to help create a self-sustainable, accessible, connected community with access to shopping, dining, public amenities, events, transport, and education. 

Introducing Bennelong Cove  

Bennelong Cove is the final stage of our waterfront development at Wentworth Point and the culmination of more than seven years of planning including a 2-stage international design competition. 

The revised scheme has been informed by feedback from Council and community and presents an opportunity for the private sector to deliver $70 million in community and social infrastructure through a voluntary planning agreement (VPA) with City of Parramatta.  

About the proposal   

In response to community and Council feedback, we’ve taken the time to review and revise the original scheme. 

In consultation with the winning architects FJC Studio (formerly FJMT) and the independent design excellence jury, the design has been amended to better reflect the feedback received: 

The amended proposal comprises two residential towers of 40 storeys, delivering around 900 apartments, along with a major new park and sports facilities, waterfront promenade with amphitheatre to activate the foreshore, as well as restaurants, cafés and a registered hospitality venue.  

What’s changed 

  • Increased the setback of the residential buildings from the water – from around 30 metres to 70 metres 
  • Reduced building heights from 50 to 40 storeys – consistent with the nearby Sekisui’s Sanctuary development, approved in 2021 
  • Reinstated the street grid pattern through the site – consistent with the original Wentworth Point Master Plan 
  • Created more open space 
  • Enhanced the delivery of social infrastructure to better reflect community feedback and through a planning agreement, submitted to City of Parramatta 
  • Committed to additional social infrastructure including additional childcare, and an active waterfront promenade with restaurants, cafes, and licenced club. 

Maximising the Views:

Delivering the services and facilities for the community needs 

To help us finalise our plans, we asked the community about the services and facilities that are most important, and we’ve committed to more than $70 million in community infrastructure including: 

Wentworth Point- Indoor Sports Centre 

Multi-purpose sports facility accommodating activities such as basketball, netball, volleyball, European handball, futsal and badminton. 

Additional spaces for activities including squash courts, table tennis, bouldering, group fitness, karate, dance, children’s activity spaces, yoga, Pilates, and spin. 

VPA Value $36 million 

90-place early childhood education centre 

New early learning childcare education centre – designed as a Council-owned and operated centre with indoor and outdoor spaces, including rooms for different ages along with kitchen, office facilities, foyer, and dedicated parking.

VPA Value $9 million 

    Urban park and more open space 

    New urban park connecting the town centre to the waterfront, equipped with: 

    • Children’s playground 
    • Exercise equipment 
    • Multi-purpose half courts for sports  
    • Central lawn 
    • Picnic facilities 
    • Amphitheatre 
    • Water play area 
    • Off-leash dog space  

      VPA Value $7 million 

      Free Baylink Shuttle 

      Continued operation of the new allelectric Baylink Shuttle by an accredited bus provider up to 2031 until Parramatta Light Rail Stage 2, with options for additional services for weekends and evenings. 

      VPA Value $18 million 

      From date of commencement in 2018 

        Active foreshore promenade and entertainment precinct 

        In addition to committing to social and transport and infrastructure, Bennelong Cove will also include an active waterfront promenade, with cafes restaurants, pub and registered club to complete the precinct. 

        Completing the vision for Wentworth Point 

        The long-term transformation of Wentworth Point from an isolated former industrial site into a fast-growing residential precinct continues to benefit from significant public and private sector investments in community infrastructure. 

        Once complete, Wentworth Point will be one of Sydney’s newest, sustainable waterfront suburbs, supported by infrastructure providing better access to public transport, modern education and community facilities, more recreational space and lifestyle services.

        The proposed changes to the existing Development Control Plan (DCP) for Bennelong Cove (known as Block H) is now on exhibition with the NSW Department of Planning and Environment (DPE).
